The Song of series by Ganesha Games is a good set and really is a bargin price. I would suggest No Quarter, but the website is down. They were free rules and I could send you the files I have if your interested and I can find them! I've just started playing around with Two Hour Wargames' ATZ and really like their take on game mechanics. Their core rules, Chain Reaction 3.0, is free and can be found here:

I would second - I haven't gotten the second ed. yet but it's on the list. Song of Blades & Heroes is a great game that can be knocked out nice and fast - it's like a summer wine - sweet and airy with a smooth light pallet.

(pdf) is about to make a come back - the core rule set is out and about in a Alpha form (this is a working second edition) with the Gold rules being a sale book. I would prefer Savage Worlds as it has the Fastness of a lighter engine but has the grunt or crunch of a meatier system.

I can also highly recommend Mordheim. The rules can be found for free and, in greatly expanded form in the The expanded rules are more than three hundred pages long, but many rules are either new warbands or optional.

Kinda important - the optional rules include battles in sewers....

Mordheim has a pretty decent experience system, Chaos in Carpathia definitely borrowed from it a bit. (Not outright theft, there are substantial differences, too.)

I have several warbands - Rieklanders, undead, and Withchhunters.

Huge fan of Mordheim. The Chaos in... series is very similar in style and execution if not mechanics. Will have to go check out the Yahoo group for those new rules and warbands!

I'll also recommend Mordheim, but I recently switched from that to , a free and incredibly flexible non-abstracted generic rule set. It has really interesting mechanics, and it plays very fast. There's no built-in campaign system (yet), but that's a by-product of the huge flexibility in the model-creation system. It's also gridless.
