Chain Reaction is free and works well. It should have most of the tech you need for a WW2 infantry game. Nuts! from THW specifically covers WW2 and has a number of supplements that you might find useful, depending upon which part of the war you want to game. As an alternative, you could do worse than to look at the rules on the freewargamesrules site: Although I cannot vouch for any of the rules there, they are all free and you may find something that suits you.
