Are you looking for tailormade Super Heroes (i.e. you can create your own) or a system that locks you into what they offer?

I think we would be looking for something to tailor make characters, or at least make adjustments so someone could, for example, play; Theo Adam Black Adam and someone else could just play Teth Adam.

Super System allows for tailor made and Pulp City locks you into their heroes/villans.

Pulp City not having the customizable heroes is it's strength. Trying to figure out and playtest all those combinations would be a PitA... to the creators control what powers units have, and they are coming out with stuff pretty regularly so it is expanding. I just wish they'd offer novels.

I think I'm just going to have to hold out for Supersystem 3rd Ed. I'm going to give Pulp City a view, but customization is one of the "musts" of a system for this group.

Although not a skirmish system, I would recomment Mutants & Materminds 2nd ed., especially if you're already handy with the 3.5 mechanic. If you get the Instant Superheroes supplement (I recommend the pdf) you can pretty much play right out of the box, then the design system is completely open ended. I played a few games with the kids this summer, they had no problem picking it up rather quickly.
