I like that maneuver chart, I guess you can't please everyone. I find charts like that extremely useful in a game.
I agree HARP can be looked at as another generic fantasy RPG. But it is so much more than that. The world they are designing for HARP is an interesting idea, it's called Gryphon world. The first product Cyradon is already out. I'm also a bit on the opposite side than you with the games you have mentioned. I thoroughly enjoy the "generic" fantasy games like you have mentioned as some other games like you have mentioned are a little to far off for my tastes. Though I still wouldn't put HARP in a generic fantasy group, that is unless you call a game that has Elves, Halflings, Humans, Dwarves and a few other "common" races with your typical swords and sorcery action then yes HARP is "generic" in those terms. There is another world set tied to RM and I believe there may be support for HARP in this setting coming out soon. It's called Shadow World and it is anything other than generic or typical. There are somethings that I don't include in my games due to teh fact that I like to stay fantasy and away from technlgy of any sort. Ok, my long winded rant is over.....
