Thanks for the compliments and it has been 1.5 years into the making with a lot of blood, sweat and tears.

I truly find it fun and exciting. Kroot, chaos cultist and new IG regiments are current WIP. Regular IG, Orks, Imperial Renegades and Eldar have already been established.

In the pipeline, Space Marines, Tau, Grots and more.

I can't for the life of me figure out where the rules are or how to download them. Is this a new 40k game variant? Anyways I searched the forums for Rules and download and nothing popped up.

Do you have any plans for Necron? Such as an insurgence force or perhaps Pariahs?

Yes, Necrons will come but a bit further down the road.

As you have probably noticed we have: Regular IG Cadians, Imperial Renegades, Eldar and Orcs.

We are now testing: IG's: Death Korp, Catachan, Vahallans and Mordians; Chaos Space Marine Cultists, and Kroot.

Next: Tau, Space Marine Scout, Nids and or Genestealer Cult.

Future: Necron, Sisters of Battle, Inquisition, and etc.

I had started on Necrons but stopped as we had too many other races to cover.

If you have ideas on Necrons submit them after you have read over the rules and checked out how we did the squads so you can get a feel of how we are attempting to line things up.

How are you planning on not having GW C&D the project?

It is not for sale, they have the copyright notice, they state they are unofficial, and they are not pulling sales (in fact its more promotion for more models and conversions!). I don't think they are in any trouble here.

I suppose on a question of stat-lining. Are you working more from game balance or fluff for most things? Going by fluff I can see a SM player having only 3-5 Marines and maybe up to 10 Scouts. For Necron 3-5 would be about the same especially with repairing.

It is add on game, no different than people posting rules on revised 40K per their own playing style and or fan based rules for I Munda which is Inquistor and Necromunda mixed together. As noted it is free all of our disclaimers note this is mostly their material.

This actually promotes the use of GW models as people are more willing to try out a squad of 40K Races that they might normal never use as it only requires a $30-$60 investment compared to hundreds of $$$.

I have personally spent $500 this year purchasing Eldar, Orks, IG, Catachans, and etc.

Excellent question on stat lines, it is a combination of both, balance and fluff.

The SM Scouts will be a limited squad, no doubt and their costs will be varied accordingly but you must leave room for growth or it ruins the entire RPG atomsphere as we are looking for campaigns and not one hit wonder 40k games.

We found a nice Mordheim dwarf rule to use for Space Marine Scouts "Hard to Kill" and a few other things that needed tweeked.

Weaspon are "tamed" for skirmish as you a skirmish S7 weapons are no fun. Everything is modified and playtested and modified and playtested and etc.

I agree the squads for Necrons and SM Scouts should be small. In fact if you read 40K novels (Caiphas Cain) there is mention of Necrons (small groups of 2-4) appearing and pretty much wiping out everyone. This small example gives up fluf to back that option up. Ideally, Necrons are sent to retrieve artefacts and don't need full scale invasions to do that.

Check out the rule book, especially weapons and you will see how we have adjusted a few things.

An excellent game that I'd never heard of until today. Printer is going nuts as we speak. (I hate reading from the screen for any kength of time)

Well worth the ink. I love skirmish based campaign games. Rich gaming rewards for a relatively small outlay and a good excuse to go beserk with terrain.

Much more of a vested interest in keeping a force alive when you know you'll be using what's left of it time and time again. A bit like the 12th level D and D character that's taken years of effort to nurture (We don't play 'Monty Haul' type XP mines)
